I am working on a bike lock project, where the lock consists of two individual heads, each with their own arms connected to the bike. They are designed to go around a solid pole and connect to each other around it. This image is very similar to the design:

Each lock has a handle which I was initially going to connect a chain to:

However, I have realised that it is very hard to do so, as it requires cutting then rewelding the chain around the handle.

My question is how do I connect these lock arms to the bike frame without chains? Any ideas are welcome.
