Does anyone know how they work and what I would need to create a bumper which features these?

I can think of at least two ways to do this.

      1. All mechanical: Connect a linkage from the the light to the steering rack to the rack motion causes the lights to rotate.
There are lots of potential issues with packaging the linkage in the space available etc. Having no idea what your space looks like I cannot assess the issues you might face with this approach.

      2. Electromechanical: Position sensor attached to steering column, rack, someplace to measure steering input.
stepper motor or dc motor with encoder that rotates the light in response to the input.

I like the sound of the second one, how would I go about it? Could I connect a Microcontroller to both the fog lights and the cars main computer? I programme the micro controller to turn the motor?? Do you have experience in building something simar?
