You might have some links with infants.

Try first to delete what is bellow your layer in the Three (temporary deletion) then delete the layer for good

This can happen if you have inadvertantly selected an object of the layer while doing some subsequent actions.

When you are not sure it's always better to hide a layer before working on an other one.

      I hope it helps

This is a very old post but I figured I would add a simple solution to it for future reference. When you can't delete a layer in Draftsight or Autocad, its usually because there are Defpoints in the layer. This happens often when you copy and paste layers from other users into your DWG. There's an easy solution to this problem. First, go to the layer manager and turn all of your layers on. Then turn off the layers you want to delete. Now go into your DWG view and select all. After selecting all, copy contents. Then open a new DWG and paste this into it. Go to your layer manager and you should have all of the layers you wanted and none of the layers you wanted to delete. Save the new DWG and the problem is solved.
