I think you are asking to vague of a question. Check out Parker.com and do some research there first. They design and manufacture all sorts of hydraulic cylinders. Then if you need more information, come back and tell us what you know and what you are trying to do.
Most Hydraulic Cylinders are manufactured from standard parts, chromed bar for the Rod, honed tube for the Barrel and standard mountings.
Try to start Simple calculations with the forces. Get the load and acceleration forces then based on designed pressure calculate the bore diameter. Be aware of what types of pumps and their operating pressure capability you are using and Don't maximize the operating pressure to be have room for some friction.. Go to the machine structural drawing and find the mounting to mounting distance as well as space to install the cylinder. Note how the ports must be oriented too. Different designs and types of cylinders are made to perform at high levels. Different piston, end caps, bush (if there any), etc must be considered for purposes. Once the bore is decided, get the rod diameter based on buckling loads for the type of mounting that you're going to use. Different mounting styles have different buckling loads. Too much to say but you need more knowledge and time to do a better design. Materials... seals, etc. it's no easy task for rookies.

Hello, I'm looking for tolerancing information on a hydraulic cylinder design. For example, I have a 1.5" nominal OD rod-- what should the tolerances be for the hole in which the rod moves back and forth through? And would I use the same tolerancing rules when I am sizing my piston OD versus the ID of my cylinder housing?
Hi Hydraulic Cylinder Rod material is available hard chrome plated and finished to size. The (Extrusion) Gap between the Rod diameter and the seal housing is determined by the maximum working pressure and the type of seal used.
