      If you're looking for cheap, you might consider a DC electric winch. Small ones are made for ATVs and boat trailers and are quite inexpensive. Pull it up with the cable, let gravity pull it down, all you have to work out is the guiding. I don't know about the noise level though.

      I have also heard of people using an electric garage door opener for an inexpensive linear motion drive. They're AC, though, and probably noisier than you want.
