A design cannot be good if it does not meet its objectives and therefore perform successfully. So if being safe too is a criteria of success, then it must also be safe. A design which is just safe, may not fulfil any other useful criteria and therefore may not be good. Other criteria for a good design may be down to manufacturability, saleability in the market place, appropriate choice of and economic use of material, energy and labour time, long life and ease of recycling at its end. All of this depends on its original purpose and the necessary statutory standards which govern the item in question.
