It's not something you're going to be able to do on a personal level. You need expensive software for the modeling, more expensive software to make sure your design won't fail, more software to generate machine code, and very expensive machinery to produce it. I've actually started a company doing just this. It's a lot more difficult than you think. I used pro/e to design the wheels I made, pro/NC (do they even still make that?) for the programming, a Haas SL30 lathe for the turning ops and a Haas VF-3 mill for the milling operations.

That aside, if you just want software to design wheels with for fun, you should be able to do it with any 3D modeling program. Some are easier than others so it really depends on you.

basicly i want to design rims and send design to manufacture (i will pay them to make rim)
tell me what else i have to know (all i know i can do it in inventor software) BUT what about that software to make sure my design wont fail? i have to buy or manufacturer have this and if i send there i dont need to know anything else just design the look of the wheel???

If you just want a set of cool rims that have your design on them there are companies that will cut your designs into their wheel blanks. To do the analysis and really make them safe and light, you need an engineer. Check with the major wheel manufacturers. I think maybe Chip Foose, or Boyds Wheels can do this.

If you want to design wheels from the ground up and manufacture them to sell, that's another discussion entirely.
